I believe it is valid (even necessary) for the set of PCs
represented by the ranges attribute of a nested scope to be
included in the set of PCs represented by the ranges attribute of
a containing (parent) scope.

It would be possible to implement a PC-to-one-scope mapping rule,
of course. But I don't believe that is (or was ever) the intent.
