I think that's very likely, since ELEMENTAL is an extension of PURE, and
PURE was an HPF feature (like FORALL (well, FORALL was in some of the
F90 drafts, but not the final standard, whereas PURE was invented in
HPF)) which then made its way back into the normal Fortran standard's
track.
