[Dwarf-discuss] Overlap of address ranges in range list entries

On page 32 (2.16.3), it says "Address range entries in a
range list may not overlap".

This is ambigious, and maybe unnecessary.

First, does this mean: 

a) their ranges may not overlap with other ranges in 
   this range list?

b) their ranges may not overlap with any range in any
   range list in the executable?

Second, why is there a restriction to non-overlapping?
What's the harm if there is an overlap?
