There should be rationale brackets around the text starting with "Some
implementations of C and C++" up to "handle the request appropriately".

Where the last paragraph says "leaves delegates", it should just say
"delegates".

(I've verified that the text proposed May 11 matches the current GNU
implementation; thanks!)
