My recollection was that there were only 16 escape values (0xfffffff0) 
in the
original proposal.
But my records indicate that that recollection is incorrect.

Looking at the original proposal for this
I termed 991102  from Nov 20,1999,  I see it was 0xffffff00 or 265 
escape codes.
It became 991102.1 I think.  Accepted in November 1999

And some discussion from May 2000 also lists 256 escape codes, of which
just the one value 0xffffffff  (all 1 bits) was actually defined as used.
The discussion required by ambiguities in the proposal as accepted
that made it difficult for Ron Brender.

However, it could well be that the decision was to make it 16 escape codes
when it was finally accepted.     I can find no specific mention of that.

The minutes of 11/23/99 say the proposal was accepted but mentions no
specific changes, it just says 'a number of editorial changes will be 
required'.
