[Dwarf-discuss] Proposal: Add support for "property" with getter/setter (based on Pascal properties)

Here is the latest revision:

- Removed Pascal-specific wording from text in 5.19 (field -> data member)
- added updates for Appendix A
- updated Section 7.32 for type signature computation.
