[Dwarf-discuss] DWARF website, wiki, and mailing list standards

The DWARF Standards Committee adopted the standard
described on http://dwarfstd.org/Submissions.php
for any submission to the DWARF mailing lists, the
DWARF website, or the DWARF wiki.

This submission standard is not expected to make
any change in materials submitted to the mailing list
or to the web site, but only makes explicit our
long-standing policy about these submissions.
